Our key people

Warren Luxton A natural collaborator, respected leader, and trusted business partner, Warren is known for combining strategic vision, financial expertise, and innovative thinking to achieve business excellence.

From 2020 to 2025, he was CEO of the New Zealand Construction Alliance, expanding it into a network of eight construction businesses with over 1,000 people across 16 offices, securing and delivering multiple national contracts.

Previously, Warren was CFO at CBRE Asia Pacific, a $1.2bn multinational business, working in the UK, Hong Kong, and Singapore.

Returning to the Waikato in 2020, he brings together global experience with a deep understanding of New Zealand’s construction landscape.

Leonard Gardner Director A major shareholder and director of Fosters, Leonard joined Fosters in 2003 as a Chartered Accountant. In 2004 he was appointed to the role of commercial manager and two years later became a director and shareholder at Fosters.

Leonard’s strengths lie in his ability to integrate the worlds of business and community. A great leader and communicator, he is adept at bringing stakeholders together to achieve optimal outcomes.

Community, family, and people are his passions, and Leonard brings a personal touch to all those he collaborates with.
Melissa Le Prou Chief Financial Officer A qualified Chartered Accountant with a Bachelor of Business (Accounting), Melissa (Mel) combines strategic financial expertise with a people-focused leadership style. She works closely with all business units to drive financial accuracy and business growth.

Mel joined Fosters in 2021 as Finance Manager, bringing over a decade of experience from KPMG. Recognised as a future leader, she completed Fosters’ Senior Leadership Programme in 2023 before stepping into the CFO role in 2025.

Caring, collaborative and focused on continuous improvement, Mel plays a key role in shaping both Fosters’ culture and business performance.
Adam Findlay GM Construction (Waikato) Adam is responsible for leading Foster Construction in the Waikato. Joining Fosters in 2003, as an apprentice, Adam has accumulated significant knowledge and experience in all facets of commercial construction.
Progressing quickly through the ranks, in 2017 he was appointed the construction manager for Foster Construction Waikato. During this time, he has built a high performing construction team capable of delivering projects small or large.
Adam is a natural leader, quick thinker, and a hard worker with high standards of quality and excellence which he applies to every project he oversees. His background, industry connections, and leadership abilities makes him the right person for leading our Waikato operation.
Tim Strawbridge GM Construction (BOP) Tim is responsible for leading Foster construction in the Bay of Plenty. Having joined the company in 2002, as a quantity surveyor, Tim has been involved in several of Fosters iconic projects. More recently, as commercial manager, he was responsible for the financial management of Foster Construction projects. Also, he managed and mentored our large team of quantity surveyors.
In 2018, Tim led our expansion into the Bay of Plenty. Having overall responsibility and accountability for the Bayfair expansion project. This project enabled us to establish Foster Construction BOP. Tim has a huge depth of industry knowledge and experience. He is results-driven and has an ability to find solutions under the most challenging of circumstances. Well respected within the industry, Tim is the ideal person for leading our BOP operation.
Rhys Harvey CEO Foster Develop A property valuer with 20+ years’ experience within corporate real estate and development in the UK, Asia, Australia and New Zealand, Rhys was Managing Director of CBRE’s Global Workplace Solutions business in the Pacific and South East Asia prior to joining Fosters in 2018.

With the ability to realise a vision that contributes to the wider community for years to come and inspired by seeing a business thrive when matched to a great space, Rhys drives our property development arm. He has successfully shaped a significant business with a strong team, offering a multitude of investment and lease opportunities in the Waikato and Bay of Plenty.
Julian Jaques GM Maintain Responsible for Fosters maintain arm, Julian seeks and understands the financial viability of business opportunities and resolves contractual and commercial challenges.

Julian joined Fosters in 2021, bringing with him 30-years of experience in the building industry. A former president of the New Zealand Master Joiners and experienced in national sales and key account managing roles, he offers practical skills as well as an innate understanding of project finances and business strategies.
Leana de Bruin Business Development Manager A leader in elite international sport and an experienced project manager, Leana is a strategic thinker who thrives on building genuine relationships to deliver meaningful outcomes.

Her focus is on developing and maintaining long-term client partnerships, and identifying new opportunities that align with our commitment to thriving community.

A clear, purposeful communicator who values community engagement, Leana welcomes opportunities to speak or represent Fosters at community or industry events, including promoting careers in construction.
Allan Bradshaw Key Accounts Manager Allan joined Fosters as part of the Bayfair Redevelopment project, our first major development in the Bay of Plenty.

He immediately established himself as a talented manager, with considerable experience and exceptional relationship management skills.

Allan has worked in both the delivery and client sides of asset and property management. He has managed teams and developed relationships at organisations including Chorus, Trustpower and the Wellington International Airport.

His skills in project and stakeholder management have led to several positive partnerships over the years and Allan prides himself on his ability to find common ground and work for the good of all parties.
Harley Raihe Māori Culture Advisor Passionate, collaborative and experienced, Harley plays a crucial role in assisting with Māori cultural requirements, both internally and on current Fosters projects.

A graduate of te Kōhanga Reo, Kura Kaupapa and Wharekura, Harley grew up immersed in te ao Māori on his marae at Waahi Pā and amongst his community of Rāhui Pōkeka.

He holds a Bachelor of Teaching, from the University of Waikato, and has 20 years of teaching experience in Māori education. He is also a Board Delegate for Waikato Rugby League.

Harley's expertise and insights enable us to facilitate meaningful engagement with Māori stakeholders, assist with employment and growth opportunities, and ensure that we meet our project obligations and commitments.
